I think the proper term should be Sexual Assault. Any sexual advances from hugging, kissing, groping, any penetration, to rape as long as there is no consent it falls under sexual assault.
If any of the body's orifice is penetrated, it's rape as defined by our law. Hindi sexual assault ang ginamit na term sa batas natin. You don't have to think about it, just read the law. Our laws expressly state kung ano ang rape and other similar personal crimes. Again, you don't have to think - read and understand.

The hearing should be done in private whether in court or senate. Imagine all those rape victims who are still afraid to tell their horrible experiences.
