It's just that people from the same place/culture tend to write in a distinct way, pangit sa atin dahil hindi tayo sanay na nakikita yun. In fact, may stereotype ang mga pinoy na otherwordly neat ang handwriting. The west prefers large handwriting na walang slant. More importantly, don't forget how filipinos learn how to write. We pretty much subject kids to hours and hours of mindless copying from the board. Western education doesn't employ tactics like that cause it is not a productive use of instruction time. Instead, kids get exposed to reading books at a young age, kaya mas literate ang mga members ng society nila.
I think established na Maureen has good handwriting sa standards outside the ph, so that aside--handwriting is actually a very complex skill. Motor planning, fine motor control, visual motor integration, bilateral coordination are some of the foundational skills sa pagsusulat. Things like cognition and mood may affect handwriting too. In other words, asking why some people write sloppy is like asking why some people can't draw well.
As technology improves, less and less time is spent on writing by hand. Ewan ko lang ngayon sa school namin but nung elementary ako in the 80s may workbook kami na nagttrace ng letters pa ulit ulit then may calligraphy lessons pa kami and pinahawak pa kami ng fountain pen. We were required to write that way kaya halos lahat kami from that school, cursive na may buntot yung handwriting. Ngayon naging hobby na lang ang calligraphy instead of it being something required in school.

Waley parin sa project si Maureen kasi baka she can’t act compared to Kaila. Naalala ko ung nasa kabila pa siya, “overhyped” siya when she first entered showbiz. Marami daw ang siguradong gustong makatrabaho siya, according to a showbiz article. Siguro they thought she could be the next Liza…ðŸ¤.
