DeleteIn PH you dont just simply “sign” an annulment. Annulment decree is determined by the court. Either party can file. Very likely that one of them has filed. It is the settlement of assets that seems to be the battle here, that’s why there are lots of cases filed, to leverage and force the other party to agree on the settlement terms prepared by V. Unfortunately, M does not want to make him happy. My 2 cents thoughts
