According to the news, there was a mistake on his declaration form. This is the form when you arrive on the country and present to the Border Security (as far as I know). And according to what I've read, he said that one of his team had made a mistake on filling that form. Given that, if you are an ordinary citizen or visitor, accidental mistake or not, the person itself is the one responsible and there's consequences kapag nagsingunaling ka sa declaration.
Second, it wasn't the govt body who confirmed that he can get an exemption. Aus Open is being held in Melbourne, the most lockdown city in the world and they are really careful of it.
