    8. We all know Tito Sotto IS a trapo but he is right, the law cannot be retroactive. As a general rule, laws shall have only a prospective effect and must not be applied retroactively in such a way as to apply to pending disputes and cases. The tryk incident that the NBI is questioning happened on the 18th of March, however, this was criticized by the natl govt, so.. Vico COMPLIED. RA 11469 was promulgated 24th of March meaning to say that the NBI have no vested rights to impose any rule of the act to Vico's tryk incident. HENCE, summoning Vico and asking him to explain have NO BASIS AT ALL.

  3. The senator is correct. Laws can not be applied retroactively. The government is walking on thin ice. Marami ng galit because of how poorly they’re handling this lockdown situation. Ang gugulo ng mga officials at kay kukupad.

Nakakaawa na tong pinas.. ang bibilis magbatikos pero pag dating sa pagtulong sa mga mamamayan, ang kukupad, ni ayaw magsilabasan ng budget, kanya kanyang bulsa na, malamang pati ung mga daan-daan milyon na donation kanya kanyang kupit na din. no wonder di nagfflat ang curve ng cases satin, inuuna pagnanakaw.   15. Tama naman sha. Wala talagang grounds yung subpoena kasi hindi pa nagagawa yung batas nung nagpropose si Vico about trikes.

    Imagine nyo idedemanda kayo ng company nyo based sa post na ginawa nyo sa twitter 3yrs bago kayo magstart work dun? Ang absurd dba? Dka pa nga nagsisign ng contract. So anung grounds?

  16. NBI was only asking for an explanation. I get that. What I don't understand is the need to explain when nothing was violated. Mayor Vico is a very busy man. Making some time to explain things would be a waste of his time.
