We all know Tito Sotto IS a trapo but he is right, the law cannot be retroactive. As a general rule, laws shall have only a prospective effect and must not be applied retroactively in such a way as to apply to pending disputes and cases. The tryk incident that the NBI is questioning happened on the 18th of March, however, this was criticized by the natl govt, so.. Vico COMPLIED. RA 11469 was promulgated 24th of March meaning to say that the NBI have no vested rights to impose any rule of the act to Vico's tryk incident. HENCE, summoning Vico and asking him to explain have NO BASIS AT ALL.

NBI was only asking for an explanation. I get that. What I don't understand is the need to explain when nothing was violated. Mayor Vico is a very busy man. Making some time to explain things would be a waste of his time.
