Does the U.S. routinely do this kind of inspection to all airports with direct flights to the U.S.? Where is the report for each airport? I think they just decided to do this inspection to shame the government.
There is no cause for shame if NAIA is up to international safety standards. It will benefit all Filipinos and all the tourists visiting the Philippines. Best to work towards compliance to ensure the safety of everybody instead of finding malice behind the advisory.

DeleteYes. See US homeland security webpage. They do this on every country with planes flying in and out of USA.
