Nearly every Filipino woman has experienced street harassment – from being stared at, to whistling, to cat-calling and to touching– and now the government has finally taken a step as the city council of Manila passed an ordinance penalizing catcalling in the city.
Authored by Manila District 4 Councilor Krystle Bacani, Ordinance No. 7857 or “An Ordinance Penalizing Catcalling and Other Forms of Public Sexual Harassment,” — where all street harassers are sought to be penalized — was passed. “This will penalize all forms of sexual harassment in public spaces such as catcalling, wolf-whistling, leering, groping, and many others the author said.”
In 2016, Quezon City passed the first ordinance to penalize the street-level harassment of women.
Sen. Risa Hontiveros, a well-known advocate of women’s right, lauded the passage of the anti-catcalling ordinance in Manila and shared her excitement.
“The passage of this landmark measure is a big victory for women and safe spaced advocates. It is historic and groundbreaking. An anti-catcalling ordinance in the country’s capital is a big boost to the campaign to protect its women from daily street harassment and a clear policy shift on the part of our local government. This will certainly serve as an inspiration as we push for the passage of a similar policy on the national level,” Hontiveros said.
Street harassment in public spaces has become a normal thing that women only sweep under the rug just so they won’t be accused of “overreacting” and getting blamed of “what they’re wearing and how they behave”.
The anti-catcalling ordinance is a big step to help reclaim the cities’ streets to make them safe spaces for women, and this, hopefully, will not stop in Quezon City and Manila.

DeleteIt is about time . And it should be a national law. People should respect one another no matter what one is wearing. Actually, several major cities of other countries are implementing this law. Catcalling is a form of sexual harassment. For those who are flattered while being cat-called , sorry but it is still not proper.

DeleteNagulat na ako aa mga babae ngayon. Im in my mid-30s and shocked at the latest liberal fashion among women. So different nun kami naman ang mas bata. Big deal na kapag plunging neckline or micro mini. Ngayon parang mas mahal na yata ang tela at sinulid.
DeleteHindi rin sa papanamit base sa na experience ko naka long sleeve and jeans ako at kasama ko pa parents ko pero nabastos pa din ako kaya ngayon hanggang ngayon takot na takot lumabas at para ko paranoid pag may makakatabi ako lalake .. kaya wala sa damit yun mas sisihin ko pa yun mga lasing dahil sila ang mga nakabastos saken at nakapagpa trauma .

ReplyDeleteSana may ganito na nun bata ako. Di lang ako na-cat call. Nahipuan pa ako madalas sa public transport and places. Kinikindatan ng mga bastos. Pinapakitaan ng mga exhibitionists. Sinasabayan maglakad tapos binubulungan ng mga adik adik sa street namin. Di naman ako kagandahan o takaw pansin. Sakto lang. Pero iba talaga siguro pag pinasok ng demonyo ang utak ng mga tao, wala nang kinatatakutan.
ReplyDeleteAlam mo 12:35 mystery sa akin yan coz it seems me mga girls na lapitin nga ng mga description mong mga pangmamanyak. They dont dress provocatively or insinuating invitation pero lapitin nga sila. Me mga nakilala kasi akong mga girls na ganyan although hindi ko makita ang common denominator bakit sila lapitin. Although they're on the heavy side yung iba yung iba naman payat. Hindi ko alam if me aura sila na nangaatttact ng mga manyak. Or instinct ng mga manyak na kaya nila manyakin.

DeleteWhen I got older, madalas ako naka dark shades sa public places kapag ramdam ko hindi ko gusto yun crowd. Its the eye contact that plays a huge part eh. Saka pinipili ko na rin mga kinakaibigan at sinasamahan kong tao. Di rin ako sexy manamit. Talagang may mga tao talaga hindi makontrol ang sariling kali****n. Alipin na sila nun.
Masyado kasing libre gumawa ng kung anuano ang mga tao sa Pilipinas. Nasobrahan sa kalayaan.
ReplyDeleteAng mahihilig mantitig at manipol at magparinig, mga tambay eh. Based on my experience. As in unemployed or kapag breaktime tapos naka petiks lang sa kalsada. Tapos achievement pa yun, well-applauded pa ng mga naka-witness na hangal din kapag naka-rattle sila ng mga babae.

ReplyDeleteKung may witnesses siguro. At mga nagc-catcall habit yan uulit-ulitin nila yan kaya madali mahuli. Bihira naman siguro yung magkukunwari nabastos para lang gumanti.
