She may reside in the US given her husband is American but she is a holder of a Filipino passport and she is a registered voter here in the Philippines. And the most important thing, she was born a Filipino. Marriage to an American doesn't tantamount to an automatic change of citizenship unless she fully relinquished it. Our country does not permit dual allegiance or multiple allegiance for that matter; only to our country. Philippine Laws are stingent on this matter.
