It's a scam. Later, whoever owns this account, after reaching a huge following, will try to sell this account. It'll be stupid to buy it as the followers will soon start bugging the owner for the GCs they expected. Shameful. Popularity gained by deception. Just like politicians and celebrities.
This is a scam. Something similar happened with Sambo Kojin. I think they are after the e-mail address and profile of the IG users.
