Chinese Tourist Biting and Slapping Immigration Officer: Bureau of Immigration Official Statement

The Bureau of Immigration, Republic of the Philippines released two official statements about the airport incident, where an alleged airport employee and a Chinese tourist were seen in a scuffle, and video taped on what appeared to be a phone camera.

This has angered many people, both locally and overseas.

BI to file assault charges against unruly tourist

Manila, Philippines — The Bureau of Immigration is mulling on filing direct assault charges against a lady Chinese tourist after she reportedly slapped an employee of the Bureau in an incident at the Ninoy Aquino International airport last May 5.

Maan Pedro, spokesperson of the Bureau of Immigration identified the tourist as Ms. Jiang Huixiang, 38 years old and a resident of China.

In a report submitted by Nelson Valdez, duty immigration supervisor, Ms. Huixiang arrived in the country via a Cebu Pacific flight 5J672 from Beijing China. Ms. Huixiang appeared before the immigration counter and submitted her passport.

When the Immigration Officer at the counter noticed that she has multiple extensions since 2012, she was referred for secondary inspection. After establishing that Huixiang is in violation of immigration laws by working without permit, the officer calmly and respectfully informed her that she cannot be allowed entry into the country. According to reports, Huixiang immediately shouted in front of the Filipino immigration official.

At this instance, Rashid Rangiris, an on-duty confidential agent of the Bureau, approached her and asked her to calm down, but instead of doing so, Ms. Huixiang reportedly screamed and hurled invectives against the bureau employee.

Huixiang was causing so much commotion that airline personnel and other immigration intelligence employees got near her and asked her to go back to the exclusion room. However, Huixiang adamantly refused and shouted back at the astonished immigration agents. Then, she lay down flatly to the floor, and stopped breathing. Witnesses say, Ms. Huixiang appeared as if she was trying to kill herself.

Before reaching the door of the BI exclusion room, the Chinese national again got wild and started to kick Rangiris causing some contusion to his body, prompting him to retaliate.

Rangiris appeared to use reasonable force to drive her towards the nearby rest room where she eventually calmed down.

This developed as an on-duty lady security guard Delisia Yap disclosed that Huixiang became unruly that early morning when she suddenly pushed her red hard case from the exclusion room to the airport’s transfer lobby.

Yap attested that the Chinese national suddenly became hysterical and even threw her bag at her.

Yap added that when a colleague grasped Huixiang’s hands, the latter suddenly bit the right hand of the guard.

Huixiang claimed that she has been working as a teacher on a tourist visa since 2012, thus she was considered improperly documented at the point of entry by Immigration Officers. She added that her travel document has admission and multiple extensions and she is working as mandarin language teacher.

The Bureau has committed to the Chinese Consul General Qiu Jian that the Bureau will conduct a thorough investigation of the incident in view of possible administrative charges against concerned involved.

When Huixiang was escorted to board another flight the next day, she again caused disturbance, prompting airline authorities to deny her boarding. She was then boarded the following day back to Beijing.

BI EMPLOYEE ON PREVENTIVE SUSPENSION

Pending the results of an ongoing investigation, a Bureau of Immigration employee was relieved from his post and advised not to report to work for the meantime after being involved in an incident with an excluded Chinese national at NAIA Terminal 3 last 05 May 2014.

Rashid Rangiris, a contractual employee of the Bureau assigned at the Intelligence Division, retaliated when Jiang Huixiang, an excluded Chinese national hit and kicked him after he tried to escort her back to the exclusion room in Terminal 3. Prior to this, the Chinese national also bit the right hand of another security personnel who tried to restrain her from making any more aggression.

While the foreigner was clearly directly assaulting persons in authority and has committed immigration violations, the concerned BI employee may be facing administrative charges for not following standard operating procedure and code of conduct.

  1. Kahit na ba ganun ang ginawa may ibang paraan naman para patigilin siya. Marami naman airport security and police diba? Sana tumawag nalang sila ng person in authority kesa kaladkarin at jumbagin yung babae.

If you are in a good position, why would you stoop down to the level of those who throw stones at you? Being the person in authority, the IO had all means to handle the situation in a more diplomatic way. If he called the airport police and security, the girl could've been detained at masasampahan pa ng kaso, justly, without him being dragged into the mess diba?

    4. It's not stereotype, it's true. I live in HK. Mismong HK Chinese people galit sa mga Chinese from Mainland China. Magcheck ka sa youtube, bastos ang mga Mainland Chinese that's why HK people don't want to be associated with them.

I also don't like manhandling issues, pero this one, sorry, pero she posed as a threat, so she got what she deserved. Yeah, may mali si IO, pero that action was not done out of topak, obviously he got provoked. Though that would never justify his actions, pero ang pinagsimulan nito ung maling behavior nung Chinese. They are simply just too much of a bully, and barbaric too, na akala nila ung ganyan arte2 nila sa bansa nila, eeffect sa ibang bansa. Well, sorry siya.

      Napakaraming instants na ng ganyan behaviour ang pinakita ng mga ibang lahi dito sa airport naten, hindi nila seseryosohin at paulit ulit na lalabagin ang batas natin kung hindi natin sila patitikimin ng seryosong pagdidisiplina at aksyon kapag nagkasala sila na siya namang malinaw na ginawa ng babaeng intsik na dayuhang yan.

  8. The woman was totally unruly, rude, hysterical and rabid. Pag pinagtulungan pa sya ng mga immigration employees eh di mas maraming madadamay at mas marami ang mawawalan ng trabaho. She deserves what she got, akala nyan porke labas masok na sya sa Pinas pwede na nyang baliin ang immigration rules. She better not return anymore!

  10. Taser. And upgrade or increase the CCTVs, detectors, and guards. Visible security personnel will make unruly passengers think twice before challenging airport staff. This incident is truly unfortunate though more for the assaulted immigration agents. Clearly, they are unequipped on how to handle erratic behavior of other foreign nationals

  11. Yung second statement is clearly a preventive measure of possible Chinese uproar on social media. Which is just right, if all investigation is finalized and the immigration officer is cleared and had served his administrative charges, maybe he can go,back to work. But since he's on a contractual basis, his chances of being called back is clouded.

Mali ang ginawa ng Immigration Officer dahil una babae yun at lalaki sya, no match kumbaga...sana lumayo muna yun BI at naghanap ng mga tutulong sa kanya mga 2 or 3 more personnel, isa hawakan ang buhok dahil di ba nangangagat daw tapos yun dalawa pa sa both arms sabay iposas, kasi no matter what si BI ang unang masisisi, at yun babae naman naturingang teacher pala ay ridiculously acted so immature, na-question lang sya nagwala agad agad?! Understood din naman yun BI na ginantihan nya yun babae dahil sa direct assault nga naman. Dapat both camp ay mag apologize sa isat isa, pero dapat mauna si BI at yun chinese national na yon dapat tanungin din kung bakit sya naging violent right away at the same time i-ban na rin sya sa 'Pinas, di ba.

    1. Maximum tolerance? You shouldnt tolerate people who dont follow rules. Lalo na Ph laws at foreigner siya. Kaya tayo tinatapaktapakan kasi di tayo strong kahit may laws na tayong naka establish.

  18. everytime medestino ako sa ibang bansa ng mga 3-4 yrs doon ko nakikita ang kaibahan nating mga pinoy. pakiramdam ko tayo ang pinakamabait at tunay na tao na nilikha sa gaspang ng pag-uugali ng lahat ng lahi compared sa pinoy. syempre hindi kasali ang mga kriminal sa comparison dahil ibang level sila, parang hindi sila pinoy.

  20. Wag maging racist, fellow peeps :( what if the lady was European or African? Walang bias dapat tayo diyan. The woman was violent and disruptive and assaulted a woman staff member.that is a fact and it has nothing to do with race or nationality.

    Gayunman, the immigration officer looked and acted violently, and not because he was trying to restrain her, which is the main action required. Nag retaliate siya. He deserves to be investigated.

  21. May attitude talaga mga yan,,,hay salamat at marami nag aagree dito na mali yung intsik na yan... Sorry sa mga chinese dito ahh... Remember what happened sa mh370? Some of the relatives slapped, kicked and threatnd the malaysian officers. Kasalanan ba nila? E di nga alam ng malay air what happened nun mga panahon na yun.

  26. Not being racist here but, I work with Chinese nationals, Taiwanese, Malaysians and Burmese... Iba talaga ang mga intsik, madumi kumain pakiramdam nila kaming mga pinoy would always clean up after them, mayabang at parang hindi aral ang hirap pakisamahan unlike other Asian nationals that I'm working with. although may lapses din yung BI officer maling-mali pa rin yun ginawa ng babae. Bully! Teacher pa naman parang walang pinag-aralan!

  30. Sanay na mga chinese tourist sa mga ginagawa sa airport. Kapag nakita na chinese passport. hihingan ng dollar or rmb...
    may nakasabay kami sa plane, sabi nila ndi sila nakapasok agad dahil nung naiscan ung bag nila at nakitang may DOLLAR sa bag nung isa ay hinugot nalang bigla ang $100.
    TAKE NOTE: dollar yan ! at hindi rmb! at mas lalong ndi Peso.. kaya san ka pa ? masama na talaga ang tingin nila sa mga tao sa loob ng airport (although ndi naman lahat) pero karamihan ay ganyan :P
    pero bakit kung amerikano ang mkita nila, hindi sila ganyan... taas ng respeto nila
    FYI lang sa mga nagaakalang "mabubuti" ang mga officers na nasa loob ng airport...

  31. Chinese (China mainland people) can be extremely violent and rough. Lalo na yuing mga mayayaman sa China, ugali talaga nila yan. Wala silang hiya. I can see many lapses: bakit walang airport police etc. but still di naman talaga reasonable yung babae. Pag sa US yan nagyari, nakaposas na yan at nakahalik na sa sahig.

  37. This woman should know that she enters into another country...the bureau of immigration has the authority to question and as a visitor she had to submit herself to their procedures. (proper papers, questioning, showing your intent in entering the country, etc.) What she did was IMPROPER! The officials too, I am surprise did not handle it properly! There should be airport police to handle this kind of situation, and file a case against her illegal entry, before deportation.
