He is allowed to move around freely as long as he is inside his city. So kung gusto nya dumaan dun sa gate na un, the guards could've let it go. Respeto din sa Mayor ng city na un.

They could just have backed up and exited the right gate as if naman napakalayo ng mga gates ano. I pass this stretch on my way to work so I know the distances of the gates. Frivolous lang talaga itong mga Binay na ito. Of course, politics will rear its ugly head sabi nga ng iba ginagamit ng kalaban. Precisely, kung ayaw nilang mapulaan wag sila gumawa ng bagay na mapupulaan sila.
